Hockey Canada / OHF / OMHA - Major Complain Process:

To help ensure that we are a safe space for raising concerns, Hockey Canada has established a new, fully independent, and confidential reporting mechanism for all individuals regarding any incidents involving Hockey Canada sanctioned programming as outlined in the Action Plan. This reporting mechanism is known as the Independent Third Party (ITP) and is led by Brian Ward and Erin Durant. This mechanism replaces Ontario Minor Hockey’s current Code of Conduct Complaint process effective October 24, 2022. Any Code of Conduct complaints that were submitted prior to this date will be managed through the OMHA Code of Conduct Policy & Procedures in place prior to this date.
The independent third party is available to hear from anyone who feels they are a victim of maltreatment, sexual violence, harassment, abuse or discrimination by someone affiliated with Hockey Canada.

PHA DISPUTE RESOLUTION PROCESS

The hockey environment can be quite emotional in both a positive and negative sense. As a spectator at a hockey game or practice, it is common for individuals to pass judgement and opinion on the situation at hand and/or the hockey program. At times, these judgements and opinions may be accurate or inaccurate. When these views evolve into a dispute, it is highly advisable to address the matter at the earliest opportunity. Below is the formal process that must occur.

Risk Management / Dispute Resolution Committee 

RISK MANAGEMENT / DISPUTE RESOLUTION COMMITTEE PROCESS AND PROCEDURE: The RM/DR committee is responsible to investigate all Complaints brought to it. It is important to note that not every issue that is investigated will end with a disciplinary action‐ some cases will be found to be without merit, while others may be resolved via informal discussions or mediation. However, substantiated Complaints will be addressed according to their severity having regard primarily to the safety of all participants. In addition to investigating Complaints that have been made by Members, the RM/DR also has the power to initiate investigations of its own accord when it is made aware of circumstances that may constitute a breach of PHA’s code of conduct or policies. All decisions made by the RM/DR committee are binding at the PHA level, any further recourse must be sought through the Ontario Minor Hockey Association (OMHA) Appeals Process.

The Risk Management Committee shall be chaired by the President, and shall consist of the Vice President Business, Vice President Operations, Vice President Rep Hockey, Vice President House League, Past President and at least two (2) elected sitting Executive Members (Risk Management Directors). If a conflict of interest is deemed through the committee that member will be replaced from an equal member of the board or a third party to the board might be invited to sit for the duration of that investigation.
